Aren't they already allowing songs to be indexed, for purchase later?
Yes, iTunes tagging is a common feature in most HD radios - these
radios have iPod dock connectors to provide a data link to report the
tags back to the iPod. This port can also allow the radio to have
full access to the interface for the iPod, a feature that is more
important for in-dash radios.
To download the tagged songs, however, you must buy them from the Tunes store.
If you search for HD radios with iPod tagging you will see that most
are table top units with an iPod dock - in essence, the HD radio
feature has been added to a wide range of table top units that are
sold as iPod accessories.
But you don't need an HD radio to tag songs with an iPhone or Touch.
Just download Shazam and you can identify music playing from ANY
device. You just open the app and press a button - after capturing a
few seconds of the music it will search a database and come back with
the name of the song, album cover and other info.
If there was a proper mechanism, like the always on recording of a
DVR, you could capture the bits from the HD radio broadcast, and then
go back and pick out songs you want to buy - a simple back channel
transaction would pay for the track and enable it to be moved into
your music library. I would only note that this ability would come
from an iPod or other MP3 player with built in HD radio, unless the
radio manufacturers wake up and add the needed memory caching and a
back channel for the transactions - this could work for a table top
radio in a home or office with WiFi.
The always on connectivity of new mobile devices may well be their
most important feature, in terms of enabling useful applications for
the device. This allow them to handle ll kinds of transactions and to
offer location based services.
A portable HD radio without this capabiity...
is just a radio.

Craig
