That is indeed the current business structure but in the beginning there
were only the two BBC channels and then commercial Ch.4. Over the years two
additional commercial channels were added, for a total five.
I recall that the sites were originally developed mostly by the tax payer
and were privatized sometime later (in the 1980's, I believe). There has
been significant value added, some from license fees and some private.
However, the cost to originally develop such sites is a very significant
amount, which required little or no capital investment by the current
commercial interests.
That being said, I am not at all opposed to the current arrangement; we
should simply recognize it for what it is - and was.
