If it has a 480p input, then it's considered an "EDTV Monitor" by CEAs 
definitions, and I agree with that.  Such a display may not exist were it not 
for the DTV transition.

It is not, however, considered an HDTV or HDTV Monitor by anyone's definition.

There was really no reason for a TV to accept anything above an NTSC signal 
before 1997 and therefore, in my opinion, anything produced after that does, 
should be included.
