ATSC works too, that's not the issue here. The question is how is it
that 75 percent of households in Australia can be satisfied with OTA
choice that is similar to what is available here OTA?

If 75 percent of Americans could be satisfied with that much TV program
choice, there would be lots of FOTA TV equipment on store shelves too.
Here, instead, you need 150+ channels, a hefty monthly fee, and add-on
proprietary receivers rented monthly from the service provider, in order
to impress your friends.

THAT'S the problem.
