As often, I think you're making a distinction where
there is no difference.

The Grand Alliance's original 1994 Table 3 only included
1280 X 720 and 1920 X 1080, square pixels. Therefore,
the CE manufacturers would naturally have gone to that
aspect ratio. Or risk losing their customers to a more
clever competitor.

The second point is that any idiot knows that TV
producers can create any number of windows they desire
within the confines of their frame, not to mention black
bars. They've been doing so forever, and there was never
any attempt to change this.

Ergo, to pretend that the Grand Alliance was mandating
that each window be 16:9, or that black bars should be
banned, is just plain nonsense. They were simply trying
to get to a rational display aspect ratio standard.

So bottom line, there is no practical difference here.
CRTs are on their way out. Matrix displays are
definitely going 16:9. As I mentioned already, you
hardly see any other aspect ratio for TV displays in
Japan these days.
