Geez, John. Read what I wrote before disagreeing,
will ya? You and Frank.

The "mandate" refers to the ATSC mandate. This was
a mandate. Certainly yes.

That the FCC "hoped for" rather than "expected"
these combined front ends to appear, I will grant
you. It's what they wanted, okay?

On your last point, I disagree. This FCC doesn't
want to mandate what they can get without a mandate.
The digital cable front end can't be included as
part of the legitimate govt effort to free up RF
spectrum, so it was best left as a voluntary
agreement.

Their bet may have paid off, it seems.
