not for me, but for my mother.  It was free when I checked more than three 
years ago, and it is free now.  I didn't check in between.

I think it's a serious mis-configuration error.  I was floored when I first 
discovere it more than 3 years ago.  I suspect nobody is complaining about it 
to Cox.
