I guess it all depends on how you define IPTV.

The author seems to be engaging in the same debate we had recently here.

Some of the concepts used in the article suggest a world that is 
completely different than that of today's walled garden services. And 
some appear to be just another renovation of the same old concepts.

I think the folks who have been trying to push the telcos to build 
walled garden services using an IPTV infrastructure may be willing 
accomplices to the hype. It is clear that there is an attraction to a 
system without walls where you aggregate the content you want to 
consume, as opposed to the folks who are charging you >$30/mo. for a 
walled garden.

There are some significant differences in system design for a system 
without walls. The IPTV industry knows this, but they are willing to 
let the hype extend well beyond what they are prepared to deliver.

As they say, there's no such thing as bad publicity.
