No big deal, in practice.

The ATSC tuner is or will soon be one module consisting
mostly of a single IC. The MPEG decoder might be a second
module also dominated by one IC. The only signals that
need to be protected are the baseband digital streams
before copy protection is applied. So in practice, this
means encasing two modules and the digital link between
them.

The MPEG decoder outputs themselves are analog (no
need for protection) or DVI or IEEE 1394, both with
copy protection. So once encrypted, these digital
links can also be routed un-encased.

Two coated modules and the link between them would
surely be individual replacement parts, maybe sold as
one unit. Not much maintenance to be done in these
modules regardless (meaning, even if they were not
covered in epoxy).
