My college radio station couldn't get anything like that for it's telco stl
until much complaining and insistence that Pac Bell wasn't providing the
tariffed stereo service, and that was in 1978.

Even after the instituted more than 0db separation between channels, the
audio response topped out at about 12K.

FYI, the Metropolitan Opera International Radio Network began 15 kHz 
stereo distribution to 14 cities via AT&T in 1973 using Siemens 
equipment that substituted one stereo pair for a telco "group" (12 phone 
calls).
