I agree that useful white spaces are more likely in rural areas than in
the congested NE corridor, for example. But I think it is this quote
from the above article that really says it all:

"Interference with broadcast television wouldn't affect the more than 80
percent of television-viewing households who don't watch over-the-air TV
anyway."

That's why it's so lucky that cable reception is also affected.
