Ross Perot was included in the Presidential Debates because he met the 
threshold of a "major" candidate by polling at or above 15%.

" 3. Indicators of Electoral Support

The CPD's third criterion requires that the candidate have a level of 
support of at least 15% (fifteen percent) of the national electorate as 
determined by five selected national public opinion polling organizations, 
using the average of those organizations' most recent publicly reported 
results at the time of the determination."

It is interesting to note the way that Perot was treated in 1992 by the 
mainstream media when he assisted Clinton to defeat Bush, and how Nader was 
treated in 2000 and again in 2004.
