Highways and streets in the United States were not paid for by advertising
dollars generated by those billboards.

The FCC already does limit the number of commercials per hour in certain time periods. The FCC is also in the process of regulating how loud and obnoxious those commercials can be broadcast.

It is not a free for all when it comes to ads, especially compared to billboards in the 1950s, but unless you are willing to start paying a $227 per year TV License Fee, get used to watching them.

Years ago billboards covered the sides of highways and streets in the US.
Finally, the Highway Beautification Act of 1965 was passed which reduced
their numbers considerably.
