logical thing to do, to a newer version of 8-VSB if that proves best.
Yes all current STMB or DVB-T systems are saddled with legacy
receivers but not idiotic ways of thinking about updating their systems.

All systems are saddled with legacy. Try using DTMB in a DVB-T
country.
Or try drawing benefits from DVB-T2 with a DVB-T receiver.
