I don't think that is as big an issue since the NTIA coupons are intended for STBs to be used with NTSC 4:3 displays.

The amount of letterboxed 4:3 material far outweighs pillarboxed 16:9 material. It is only the latter that would have the "postage stamp" effect on a 4:3 display. Both native 16:9 and letterboxed 4:3 material will remain letterboxed on the legacy 4:3 NTSC displays.

AFD is most valuable with letterboxed 4:3 material (of which there is a vast amount) displayed on a 16:9 screen.

It also won't necessarily help those using the NTIA coupons, as the NTIA certification process does not include AFD.
