I am more familiar with bar data and pan-scan than I am with AFD, since the
latter isn't part of PSIP.  (One can use one or the other, but not both at
the same time.)  

I just checked A/53e and an earlier version of TS 101 154 than that cited in
A/53e as the source of AFD.  101 154 permits 14:9; while A/53e semantizes
that out.  (uh, oh, rampant verbization)   

So, I am corrected.

I suspect that you disagree with the effective banning of dual audio as
being a mini-failure.   

I see it as making 4 or more of the bsmod services unusable and making
descriptive video service (if that becomes mandatory per the FCC at some
point in the future) 'rather difficult.' (Blind people won't be able to
select how much source audio they hear in relation to video descriptions.)

I believe this is an error.  There's a difference between "AFD" and "Bar
Data".  AFD has a fixed set of active-size-in-picture-size settings.  Bar
data describes essentially arbitrarily where the bars are (and hence, where
the active picture is).

I am unaware of anyone implementing bar data in receivers.

(I disagree with at least one of the 'mini-failures'; you could probably
guess which one)

Now then, as to what a non-AFD box delivers ... probably either columnboxes
(for 4:3 content in a 16x9 coded picture) or letterbox (for 16:9 content in
a 4:3 coded picture).  AFD will tell a AFD-aware box where the active video
is and the AFD-aware box can Do The Right Thing.
