You must've missed my earlier post about Arizona, where the maps (and Echostar) claim that 77% of the state's viewers have no ABC DTV, when the reality is the opposite. In this case, it's your items (a) and (b) inverted -- the station IS on the air and the station IS at full power, but the maps say the station doesn't exist.
