By the way, a small point perhaps, but since cable companies seem to be going to 256-QAM these days, a complete digital multicast must-carry and analog together would only tie up at most 9 MHz of spectrum. And if cable transmits only in digital, then local broadcast multiplexes only tie up 3 MHz of spectrum each. So there shouldn't be a whole lot of incentive for cable companies to want to carry only the analog version of local broadcasts.
