FEMA is not a first responder agency. That's fire, police and ambulance in
local jurisdictions. Even if FEMA had first responders, the head of FEMA is
not a first responder.
The news about the convention center broke on the Thursday morning after the
flood, on the morning news shows -- there hadn't been a hint the night
before.
By late that afternoon, Michael Chertoff (in an interview with NPR) and, by
extension, the head of FEMA found out about the convention center. First
responders didn't tell them s**t.. Watching TV would have sped that up by a
few hours, but it would have caused more inaction on the federal level on
Mon, Tues, and Wednesday, to little or no benefit. And first responders
watching TV is ludicrous: what do you trust most: what you see on TV, or
what you see with your own eyes?
