Bert,
The 15 mbps is the MAXIMUM in an 8MHz channel dedicated to only DVB-H, using
the 'new' 4K carrier scheme. It is not the minimum required bitrate that
would have to be allocated within a DVB-T multiplex.
Did you read the two short papers I linked? 2 Mbps within a standard DVB-T
multiplex is plenty for the tiny screen. One scenario was using HM-COFDM
with the DVB-H in the robust stream.
E-VSB will never be included in handheld devices for the same reason that
DVB-T was considered and rejected - POWER CONSUMPTION. The onus of DVB-H is
to lower power consumption of the receiver by grouping related data packets
in such a way that the receiver can multiplex on and off.
