There are many things one can do with the MPEG-2 toolbox. Delivering 20 channels of content - even if half are just audio streams - with video quality equal to a good NTSC broadcast IS NOT one of them...

P.S. Not all NTSC was created equal, and low speed VHS was most certainly NOT NTSC quality.
