It's more sinister than that. First of all, the networks got into the cable content business big time, with ABC getting ESPN, NBC going news, and CBS teaming up with Viacom. When the figured out how easy it was to charge for content, they wanted their primary network fare to work the same way.

To do so, the networks would have to cut out the local 'gatekeepers' otherwise known as local affiliates. It began in earnest with 'reverse network comp' to NBC in California, and ever since the networks have been trying to kill off local affiliates by buying stations (becoming O&Os) in big markets, and by reducing network comp to smaller stations. ATSC is the last step in killing off the local affiliate.

Well, it's as good a conspiracy plot as 'Blackout', where a giant EMP blows up all the CRT televisions in the world, forcing everyone to buy plasmas.
