The federal government owns the frequencies. Why do the congresscritters
need to compromise on anything. Have you ever been able to compromise with
a landlord?
This is so, state of 1995; when this exact issue was debated (ad infinitum)
on the floor of both houses.
The pending issue is: how do the feds pay for the digital into analog stbs
for the people who can't otherwise afford them. Nothing else -- at least as
applies to digital TV and analog Tv.
