Yes, absolutely. When I helped change the international transmission standard of Barbados in 1978, we found that NTSC receivers designed for 59.94 didn't even have problems at 50. We found some older sets that introduced hum from their power supplies when we switched from 50 to 59.94 (local power is 50), but simple power-supply filtering took care of that.

The reason for keeping the non-integer rates wasn't for legacy TV sets but for legacy profession and broadcast video equipment. I dealt with HDTV at 60.00 in the old days, and making it work with NTSC at 59.94 was a royal pain.
