That's true too. But way back when, TV systems synched up their field
rate to the local power grid. So now we have that legacy built in too.

This is because early TV sets have unregulated power supplies.

Displaying a color NTSC signal on such sets results in a 'weaving' picture that takes about 8 seconds to move from the bottom of the screen to the top at 59.94/60.


It does make sense not to leave that frame rate wide open, although I
guess in principle one could.
