Leonard Kahn says that IBOC -- because it INCREASES interference -- violates
the Comm act of 1934, and for it to fully be implemented in the U.S., Castro
has to approve it, and Mexico and Canada won't.

There is a second issue, btw, relating to at least one manufacturer (BE) of
exciters: RF spectrum blooming. It's been seen in several markets, and it
makes this out-of-band issue seem very slight by comparison.
