That being said, a city like New York would benefit from many localized low-power repeaters to serve RF challenged areas, like inside Grand Central station. Every study I have seen indicates that it will take only a handful of synchronized transmitters at a height of 300-500 feet, with power levels no higher than about 10-50 KW ERP, to provide reliable reception in cities like New York.
