[opendtv] French CSA consultation results for introduction of HDTV on DTT

Results of a public consultation involving 18 actors of the TV world have been published by the CSA :

There is first a synthetic document, and then the individual contributions.
These are all in french and, as this is centered on deployment of MPEG4 HD on the french DTT,
it will probably not be translated.

Some points i have found interesting:

Statistical multiplexing between MPEG2 and MPEG4 technically possible, but benefit questionnable. Better to have an HD-only multiplex

Most contributors seem to use 1080i in their equipment, but the document mentions the EBU recommendations regarding 720p.

One contributor states that SVT in sweden is actually using 720p@50.

The currently empty 24Mbps R5 multiplex would be used with possibly 3 channels. it is considered that a target bitrate of 7 to 8 Mbps is possible for 1080i for 2008.

It is generally considered that those first step channels should be free.

Most contributors want to preserve picture quality, possibly at the expense of audio of auxiliary data so that HDTV will live up to consumers expectations. There has been a proposal to push the COFM settings up to 30 Mbps (!) at the expense of coverage (with a possible compensation through higher emission power), until codec evolution allows for the same quality in the current 24 Mbps.

Dolby digital or AAC+ HE are considered for sound.

Protection by HDCP is mentionned in general, with a reflexion to be elaborated regarding compliance with the french laws.

Interactivity is not considered essential for now.

It would be possible for emissions to begin in 2008
