I give up. You have no data suggesting what MPEG-2 HD data rate would have been acceptable to the BBC, nor do you have any data suggesting what MPEG-4 HD data rate would equal MPEG-2 image impairment.

Again, you don't know if the BBC would have deemed 40 Mbps, displacing 9 or 10 SD channels, to be the minimum required for MPEG-2 HD, since they didn't even test MPEG-2 HD. How you can jump to the conclusion that MPEG-2 and MPEG-4 are essentially equal in bitrate requirements when use in HD is beyond me, beyond logic, and not supported by any data.

displace 3 to 4 SDTV programs to make room for one H.264 program is a
real tough elephant to miss in the room, John.
