They are required by law and by most franchise agreements.

The rate for limited basic (Channels 2-22) is $11.10 per month in Gainesville and Ocala.

After analog shut-off there's all kinds of reason for the cable companies to push their limited basic tiers. Acutally there are millions of reasons - all the potential customers who will need nothing more than a cable drop to a house or apartment they already pass. The DBS services cannot offer an equivalent cheap service, however, some analysts believe they will create a "free limited tier for the price of a STB, as BSkyB is doing in Great Britain.

The cable industry is in no rush to be rid of the analog tiers.
