I find it hard to believe that anyone could be so naïve. After analog OTA 
shutoff, there's no reason for cable companies to make any such $10 specials 
available, if indeed any such are available today. (As far as I know, they 
aren't. Although there are some basic-basic unadvertized packages available for 
the teens of $.)

But certainly, OTA broadcasters, and retailers, could spend a wee bit of time 
advetizing their ATSC tier, with its multicasts, as the HD Radio broadcasters 
AND retailers are doing all of the time. There's no reason why an analog OTA 
user could not get a lot more program options by switching to digital.
