You can expect that virtually all retrans consent agreements will be re-negotiate by the time analog is turned off. What is really important, however, is access to the cable analog tiers. The cable industry sees this having the potential to drive a large percentage of those who now rely on analog OTA into their arms.

Think of it this way. As a "disenfranchised viewer" do I get a cheap STB, spend $500 -$1000 for a new TV, or send $10 bucks a month to the cable company for their lifeline service and get more content than they have been watching via OTA?

If anything, the broadcasters may have a stronger case to get their buck a month arter analog is turned off.
