You're right about the basic performance; there are certain choices which
can be made with respect to channel coding and modulation which may be more
or less suitable for particular countries or regions. The DVB terrestrial
standard, ETSI EN 300 744, defines the framing, channel coding and
modulation which determines the key RF system performance. Weaknesses like
susceptibility to impulse noise interference are obviously not addressed
and that is where chip implementations can improve matters.

Specifications like the NorDig and to some extent Australia's own receiver
standard, AS/NZ 4933 based on ETSI/DVB standards, address the accompanying
SI rather than core transmission issues. The specifications define subsets
of DVB-SI and add private descriptors, such as logical channel numbering,
in order to present the services to the viewer in a particular way. They
may also define the middleware to be used in receivers.

BTW  you can download DVB standards from the European Telecommunications
Standards Institute (ETSI) website:
http://www.etsi.org/services_products/freestandard/home.htm. At the search
page type in the standard number 300 744 for DVB-T and you'll see all the
published versions. Type in DVB and up pops all the DVB standards.

On the logo issue, there seems to me to be a lot of consumer IRDs on the
market that according to the DVB website are not registered.

My understanding from past research and discussion and in reading the DVB
web page, is that the basic performance requirements are the virtually the
same. I once had a copy of the DVB standard but can't locate it and the
info
is no longer available to non DVB members, as best I can determine anyway.
As of two years ago, at least, my statements regarding the labeling
restrictions are correct. Perhaps you can fill in the blanks...?

The NorDig collection of specifications apply only to NorDig member
countires: Denmark, Finland, Iceland,  Norway and Sweden. NorDig's
specifications cover a number of specific requirements for DVB receivers
which the members have agreed upon e.g. a logical channel number
descriptor, MHP mifddleware, etc. My understanding is that the use of the
DVB logo is controlled by the DVB Project.
