Just glanced through this report. One thing that jumped out:

Page 14, Exhibit 9:

The spectral efficiency of digital cellular is stated to be:

2G             0.03 b/s/Hz
2.5G           0.09
3G initial     0.24
3G HSDPA       0.48
3G HSPA 6      0.72
3G HSPA 7      1.29
4G             1.5

TV broadcasters could brag about their 3.3?

We've been through this before Bert. It's not just spectral efficiency; it also is related to the ability to provide wireless services in locations where higher frequency radios do not work well - like penetrating buildings.

And while the spectral efficiency of an ATSC channel may be 3.3, you also need to take into consideration the adjacent channels that cannot be used to protect the channel in use.
