[opendtv] FCC ruling on exclusive video service contracts in multiple dwelling units

This proposed FCC rule should have consequences for apartment buildings
or complexes that force tenants to subscribe to a cable company, or take
their chances with alternatives being available.

One motivator here was Verizon, finding it hard to offer their new stuff
to apartment dwellers. Of course, OTA broadcasters haven't yelled long
ago, because they don't mind if residents have to subscribe to cable.
But from the resident's point of view, this has been, or should have
been, a long term problem.
