[opendtv] FCC on coverage changes after transition

Looks like the FCC doesn't buy the 6 dB difference for equal coverage. They
concede, for example, only a slight reduction in coverage of Balt NBC11, whose
ERP goes down 18 dB from analog to digital. And no coverage changes expected
for the DC stations, which drop by 12 to 14 dB.
