If the M/H streams are simulcasts of the normal streams, it should be easy enough for fixed receivers to be able to switch to the M/H stream, when the regular stream is bad. Could be done for audio-only, which would take even less bandwidth than providing a complete duplicate. The lower quality video and audio would in a sense emulate the lower quality analog one got, in these same circumstances. The picture wouldn't be snowy or ghosty, obviously, just lower res. IIRC, M/H can require something as low as 4 dB of C/N for error-free reception. Or maybe even less than that.
