After all, they now have DIGITAL TV. As always, all of this is up to the broadcasters. The DTV education program is coming from the TV stations themselves, via PSAa. It seems to me that the LPTV stations, and those full power stations that depend on translators, are certainly capable of informing their own viewership on these matters. How hard can that be? I have seen nothing from the FCC that requires these stations to keep their viewership ignorant on these details.
