In fact 1080p24 is broadcast everyday on both Satellite and OTA.
The satellite encoders of both DirecTV and Dish process the FILM originated
material by discarding the 3/2 pulldown of adding the third field and only
send the 1080p24 signals.  Yes I know they might only send 1440 instead
of 1920 pixels but it is TRUE 24p.  And they revert to video 60 field (59.94)
interlace for broken cadence sequences or video originated material. And they
do this on the fly and you never know that it has happened.  They have been
doing this for Standard Def for many years also.

And they same goes for the "BEST QUALITY" ATSC OTA encoders and transmission 
encoders
to the stations.
