Right, I get that.

But now ask yourself this. If the box is retaining, say, Ch 64 in the
first rescan after Ch 64 went dark, per your example, then what will
keep it from retaining that same Ch 64 when the antenna is disconnected?
Evidently, that box is faulty, and it is not dropping Ch 64.

If signal strength is adequate and the box works right, a complete
rescan will discover the new Ch 6.1 and it will detect nothing when it
reaches Ch 64.

My guess is some people did the partial, add-only rescans, instead of
the complete rescan, and that's why the old positions weren't deleted.
And that this was misintepreted by people at call centers, many of whom
(I'll bet) were hurriedly hired off the streets with little or no
experience with OTA TV.
