Yes all that is required is to replace the exciter with a DVB unit.
The typical IF from a DVB unit is 36Mhz not 44mhz so the upconverter LO will
have to be reset, and probably the PA pre-correction adjusted.
It's not a particular problem though and I did it numerous times when I had to
swap between a Harris VSB exciter and a NDS DVB exciter during The Australian
tests where we used the same transmitter for both standards.
There are many HD and SD settops in the Australian market that do 6 Mhz as Well
as 7 Mhz.

This is a USB tuner (AVerTV DVB-T Volar) for DVB-T in 6,7,or 8Mhz That just
plugs into a laptop and gives SD and HD facilities.
No ATSC though!
The PCMCIA version is similar with FM radio as well.
