I didn't make my point effectively, which was that this tactic is generally
used as a blocking move to protect a companies IP, or it's other agendas. In
a consensus driven organization, such as ATSC, making changes to the status
quo is very difficult. Though as you say, this tactic is not surprising but
it is less difficult to overcome where consensus is not the model.

That as I've seen it, at least in Germany, England and Australia and your
