Ah yes, I see that in A/53 now.  Thank goodness we're in compliance, since 
it says that a complete main channel is to be less than or equal to 448 
Kbps.  So you can have a 2.0 complete main program encoded at 384.  Our 
Second Audio program channel which is 1.0 and encoded at 192 Kbps is also 
compliant since it is a complete service.

It's a mono channel or two channel associated dialogue service (intended to 
be decoded and mixed with another service such as Music) that is limited to 
128 and 192 Kbps respectively, and all associated services intended to be 
mixed together must total less than 576 Kbps. (Music and Effects, Dialog, 
and Voice Over for example.)

I still don't know of a single ATSC receiver built and offered for sale that 
has dual Dolby decoders for such mixing, so the limitations are mute, and 
recommend practice is to have a Visually Impaired, Hearing Impaired, or 
Commentary service be a Complete Main (stand alone) mix, and as such would 
qualify for the 448 maximum even if it were mono audio.
