You were probably seeing a multi display processor.

Miranda's version can create an analog clock from a digital timecode input.

At NAB some of the master control computer monitors included a window
displaying a digital clock with circle line analog seconds, i.e.
representing a studio master clock. Anyone know of a source for software
that can display that clock style on a PC? My web search has not turned
