The biggest problem was getting the special interests to stop blocking the production of state of the art STBs. Not to mention, the pundits who went on and on about how every consumer out there prefers a business model that maximizes revenues for the MVPDs.
In the absence of a government mandate, the market place decided on the DTV transition in Canada. Rather than forcing broadcasters to move to DTV, the government let the market decide.
