First off, a correction. Band III is 174 - 225 MHz, so it's high VHF, not low
UHF. The CSA and Ofcom are using Band III and L Band for digital radio.
As to vacating the FM band, some time ago I posted an article in which Ofcom
was specifically inquiring about evacuating the FM radio band, in the UK, with
the migration of radio services to DAB.
The CSA mentions in many documents a transitional period from analog to digital
radio. Here's just one very recent example. After extolling the virtues of
digital radio, after saying that it's potentially a big a change as analog to
digital TV, they say:

nombre moyen des récepteurs par foyer est de six. La transformation du parc de

Did you brush up on your high school French? Average 6 radios per household.
Long simulcast period will be needed. So if the FM band is not going to be used
for digital radio, since they decided not to use the FM band, presumably it
will become free at some point. In France as in the UK, according to their
stated intentions.
