Want a real live diary of the problem of getting Diesel fuel during a disaster? Here is an example of someone's quest for diesel (and other problems) during Katrina: http://www.livejournal.com/users/interdictor/2005/09/01/ This is only one day's post; I recommend one goes back and starts from the beginning (click on "Calendar") and read at least the first two weeks. He covers all kinds of issues including their ISP and other items. This guy had most of his bases covered, but still ran into problems (including FEMA). It was devoted largely to safety, disaster recovery, and emergency services. Bob Ross of CBS described how many assumptions of recovery fly out the window in longer-term situations. Refueling generators, for example, requires having someone with a working pump to get the fuel into the fuel truck, which needs fuel in its tank, to get to the generator tank. In a Q&A period, a station engineer said he'd been planning on being able to go 48 hours before resupply and asked it it was enough. Ross said he'd better figure on at least seven days. A station engineer (I'm not sure if it was the same one) said that small stations might not be able to afford all the redundancy and off-the-grid supplies. Unanimously, the panel (and even most of the audience) responded that stations should pool resources and that TV stations should offer their news teams to radio stations (which might more easily stay on the air but might not have news departments). "This isn't about ratings," said someone, "it's about keeping the public informed."
