From what I can tell, e.g. when reading about the Sutro Tower in San Franciso ca. 1970, the biggest problem is not in finding a location or in getting broadcasters to understand that they have certain common interests. The biggest problem is zoning, the opposition by community groups, and politics in general. This is also true in Rome, where they tried back in 2007 or so to relocate the two antenna farm sites. It never happened. And there, you can even call RaiWay the "spectrum utility," and yet that didn't help.
