Mark, in principle, any digital TV system can achieve that. If not by
segmenting the DTT physical layer itself in 3 MHz slices, certainly by
sharing bandwidth at the link layer (i.e. assigning different
subchannels of a 6 MHz DTT channel to different broadcasters). This is
actually more effective, because you can use statistical multiplexing
this way, which you can't do with physical layer segmentation.

I really think this has everything to do with "offsets" at this point,
incentives offered for adopting the standard. And sure, if you can
conveniently dig up old test results that seem to support your choice,
so much the better. Save yourself the expense of doing them over.

The fact that their choice is now being touted as a good choice for
Africa too might serve them well wrt said "offsets."
