What are you talking about? Specifically, do you understand the difference
between Height Above Average Terrain(HAAT), HAGL (Height above ground level)
and HAMSL (Height above mean sea level)?
You reference HAAT in the first sentence, but I suspect that you have never
done a FCC-mandated height above average terrain calculation (24 evenly spaced
radials starting at true north, plus possibly the radial to the principal city,
with 100 discrete, evenly spaced points between 2 and 10 miles from the
transmitter site), and you don't know that other regulatory bodies have their
own criteria (IIRC, the UK requires 72 radials, with other differences) and
methodology.
The listing below seems to be a mixture of HAGL and HAMSL. Also, note your
conclusions without any U.S. data points. It's always helpful when making
comparisons to compare apples to apples and not apples to pears, or apples to
unmentioned assumptions.
KCBS-TV Los Angeles is 5700 f or so AMSL, and more than 5000 f aat; Mt.
Washington, NH is 11,000 feet or so AMSL; San Francisco, Chicago, Salt Lake
City, Denver, Phoenix, Tucson, Yuma and Alb, NM also have very high AATs and
AMSLs for the common tx points. San Diego's V's are about 753 f amsl; the U's
are about 2500.
None of the below save Rome would be considered a big stick in the U.S.
How come you didn't mention the Patronas Tower in Indonesia?
Look at how high the broadcasters made the Mt. Sutro tower in SF above the
surrounding ground level.
You continue to make ill-informed statements in areas where you should be
asking questions.

Looks like more similar than different.
